In an effort to promote participation in the Target Fund Program, Local 118 has implemented the procedure in regard to application for and payment of target monies. We believe this will provide opportunity for both our members and signatory contractors in our joint efforts to secure work in today’s competitive marketplace. The procedure for use of the Local 118 Target Fund Program is as follows:
Complete the application form and fax to (262) 654-3199 or e-mail to Local 118: admin@ualocal118.com. Please fill out a separate application for each craft which you are requesting funds. Applications need to be submitted 24 hours prior to the bid due date. Local 118 will determine if target funds are to be allocated and notify all contractors that have properly submitted an application form. Projects to be funded will be assigned a Project ID Number. This number must be recorded on all ensuing documentation.
Upon becoming the successful bidder, the contractor then submits a completed Certification of Successful Bid form to the Local 118 office at 3030-39th Avenue Room 112 Kenosha, WI 53144.
If unsuccessful in securing the project, the contractor must submit the Certificate of Unsuccessful Bid form within 30 days from bid date. Any contractor not submitting the form will be ineligible for future grants.
Upon 100% completion of the project the successful eligible contractor shall submit a Work Progress Certification Statement within 60 days of the date on which the contractor’s work on the project was completed. If the successful eligible contractor fails to do so, they shall forfeit the grant in its entirety.
Other provisions that must be met for eligibility of the Local 118 Target Fund include:
1. Contractors requesting a grant must be making contributions to the Target Fund Program on behalf of the UA members they employ.
2. Application forms from two (2) different contractors must be submitted before funding will be considered for any craft on all projects.
3. No funding will be available to any contractor that is delinquent on fringe benefits or union remittances. Should a contractor become delinquent the local may use any target funds available to said contractor for payments to these funds. All work shall be assigned to the proper craft. Plumbing work is to be performed by plumbers and plumber apprentices. Pipefitting, including but not limited to HVAC, high and low pressure steam, refrigeration, and industrial process is to be performed by steamfitters and steamfitter apprentices. Both plumbers and steamfitters may install medical gas piping, provided they have a current Med Gas Certification.
4.Yard & Warehousemen shall not be eligible for target fund monies.
5. When a contractor signatory to Local 118 is responsible for awarding sub-contracted temperature control work on a project that has been granted target funds, they must award that work to another signatory contractor to Local 118.
6. All projects that have been awarded target funds will be manned exclusively by Local 118 members.
7. Sub-contracting to non-union contractors on projects using target funds may disqualify the eligible contractor from receiving the funds for that project.
8. All forms submitted in regard to the Target Fund Program must be complete and accurate. Forms are available through the Local 118 Kenosha office. Any information that is incomplete or found inaccurate will subject the contractor to possible forfeiture of designated funds.
9. In effort to ensure the most effective use of the Program, the Business Manager may waive any of the above provisions. This will be done on a case-by-case basis only. The Executive Board of Local 118 shall approve any permanent revisions of the Program.
10. Local 118 Target commitments are only valid if a letter of assignment on company letterhead is received prior to the project's start. Local 118 will not authorize payment to any contractor without a letter of assignment. Please contact admin@ualocal118.com for a sample Letter of Assignment.
11. Prevailing wage jobs are excluded from receiving funds.
